Create Oracle Cloud Free Tier Account

You need,

1. A personal email account : You will get the verification email to this account

2. Credit card - A small amount will be deducted during verification process, approximately 1.5 Singapore Dollars.

Step - 1 : Login to https://www.oracle.com/in/cloud/free/

Click on Start for free

Step - 2 : Enter your details

Step - 3: Go to your email and click on verify

Step - 4 : Enter your Password and address details 

Step - 5 : Enter you credit card details 

Step - 6 : Click on create free tier account 

You will receive an email once your account in created.
